　　本片讲述了云南省一支特殊处突精英小队——云豹突击队队员突击手秦峰，在一次解救人质事件中，因为出色的实战技巧和过人的军事素养得到了领导的赏识和队友间的赞许。正当队里领导准备提拔秦峰时，却因为一次训练演习时的个人失误造成队友的伤亡。从此他一揭不振，在他的内心久久不能释怀此事。与此同时国际贩毒集团头目在境内落网后发生了一系列有针对性的恐怖袭击事件。为了应对更加复杂的处突任务，领导决定成立快速处突特勤小队。经过教导员与上级的一番博弈，最终决定把秦峰重新招回突击队。面对自己内心的恐惧和队友们的猜疑，秦峰用行动再次证明了自己，带领突击小队经历死亡存亡，关键时刻为救队员牺牲自己(受伤)，完成了内心救赎，出色完成任务。体现了强国下的人民特警不畏艰险，不怕牺牲舍小家为大家的国匠精神。
